This report provides an overview of the situation and obstacles faced by small medium-sized enterprises in the ZE-DO Canton. Working on this report, we have come to the convincing evidence that small and medium-sized enterprises in the ZE-DO Canton are still faced with obstacles related to: starting a business, registering, obtaining building permits, hiring workers, registering ownership, protecting investors, executing contracts, access to capital and taxation. These barriers, if not eliminated, will probably continue to slow down the development of the SME sector.
All evidences point to the fact that a lot of work should be done by policy makers, public and private agencies, donors and various institutions involved in the development of the small and medium-sized enterprises sector. In fact, most obstacles that have been identified are deeply rooted in current state legislation. These problems call for better cooperation and coordination between the public and the private sectors, but at the same time they represent a major challenge for formulating the policy of small and medium enterprises in the ZE-DO canton.
