The worrying unemployment of the workforce population, which according to municipal data is approximately equal to the total number of employed in the canton, directly or indirectly slows down economic development, makes it difficult for the return of displaced persons, slows down and complicates the political stabilization of the region, entity and entire Bosnia and Herzegovina. Considering that it is not realistic to expect that a significant number of people in the industrial production sector will be re-employed soon, it is necessary to focus on finding opportunities for income generation in some branches of agriculture. Arable land, as the largest natural resource, is increasingly becoming the least used resource, as evidenced by the devastating statistical data. On the other hand, agrocomplex has become one of the biggest sources of an increasingly negative imbalance in international trade.
These are the main reasons why the REZ Agency – the Regional Development Agency for the Central BiH region and the municipalities have decided to prepare the Agricultural Development Program in the twelve (12) municipalities of the Central Bosnia Canton for the period 2009-2015. In order to enter into the realization of such a complex task, they have concluded a contract on the preparation of the Development Program with the Federal Institute for Agriculture of Sarajevo as an expert institution, that is being present in the canton since 1995 and which can offer directions of development of agriculture on the basis of a realistic insight into the situation.
